Money Granted to Local Projects – Wednesday 22nd June 2016

Here is an extract of the minutes of the St George Neighbourhood Partnership meeting of 22nd June, 2016.  Here is what was written about the Wellbeing grants that were awarded at that meeting:

1. That £500 be awarded to Cossham Road to fund hanging baskets / brackets / planters / compost / plants to enhance the whole road and to encourage all residents to participate, especially isolated and vulnerable residents.

Condition(s): Encourage other streets to follow and, if they are using social media, to publicise what they are doing and the support they are receiving from this NP.

2. That £1716 be awarded to Friends of Kingsway Youth to fund improvements to the youth group’s allotment site.

Condition(s): The amount awarded is to include the cost of securing public liability insurance but it is expected that all options will be explored to secure the most advantageous cost of this cover.  The health and safety policy must be supplied before the grant is released, plus an example of the publicity that will be used to attract volunteers to the project.

3. That £310 be awarded to Friends of Troopers Hill to fund an opening event for the new play area on Troopers Hill Field to publicise what the NP can do to help community groups to achieve their aims and explain how this project succeeded.

Condition(s): None.

4. That £1327.99  be awarded to The Hive Avon Ltd – £1327.99 to fund a laptop, projector, and iPads to extend the range of communication options for the people with learning disabilities who are supported by the Hive.

Condition(s): It is recommended that the Hive check the compatibility of the iPads with the other items of equipment prior to purchase.

5. That £487 be awarded to Summerhill Methodist Church to fund installing cycle stands for members of the public making use of the church facilities.

Condition(s): None.

6. That £2,000 be awarded to The Haven for funding towards the services of a co-ordinator to work for 2 days a week for a year to build and furnish a roundhouse and to work with a partner organisation to improve the accessibility of the Haven’s services.

Condition(s): The grant is subject to production of public liability cover and the granting of the other funds applied for.

7. That £2,120 be awarded to Crofts End church to fund a community defibrillator facility.

Condition(s): None.

It was noted that no award was recommended currently in respect of the application from Meadow Vale Community Association to fund refurbishment of the community centre.  The Wellbeing sub-group would liaise with the applicant to provide appropriate guidance and coaching in the expectation that a revised application could be submitted.

You Said – We Did – February 2016

Every quarter there is a Neighbourhood Forum meeting open to all residents of St George to bring local issues to council officers and police.  An action tracker is kept of the issues raised at the each meeting and a record kept of what has been done about them.

For this meeting on Tuesday 9th February, 2016, chaired by Rob Acton-Campbell, Chair of the St George Neighbourhood Partnership, the meeting started with a tribute to Councillor Ron Stone, who died just before Christmas, from Grenville Johnson.  Grenville also asked for ideas to be shared about a permanent memorial for Ron and volunteers to help the task group collating those ideas.

After a round of applause the meeting continued with different speakers invited to the meeting to talk about issues that are of interest to the neighbourhood.  These were:

i) Community Access Support Services – Anna Balcerek

The Community Access Support Service is a new 5 year project based at the Wellspring Healthy Living Centre in Barton Hill.  If the project is successful it will roll out across the country.

The project is very much about initiating conversations about mental health and working with community groups to provide what they need to address mental health issues. This could include signposting to services, collating feedback on the service provided to those in the community with mental health issues so those services can be improved or explaining what mental health services are available.

Community Access Support Services would like to talk to all community groups but have a particular interest in establishing links with faith leaders.

Time To Talk Day was on 4th February and encouraged conversations about mental health.  There are still a number of Time to Talk events in Bristol planned on the same theme.

ii) Update on Parks and Green Spaces – Richard Fletcher

Richard is Bristol City Council’s Area Manager, Parks and Caretaking, Central and East, covering an area from Clifton to Fishponds and St George.

He shared news of

– play area improvements in St George Park
– work to stop cyclists riding over the bandstand in St George Park
– improving the entrance to Plummers Hill from Naseby Walk
– improving entrances to Meadow Vale Park

There has been a particular concentration on entrances to parks because unwelcoming entrances mean people do not use parks and gain all the benefits they provide.

Richard also gave a brief summary of the 24 byelaws that are proposed and recommended that people respond to the consultation.  The byelaws  would cover just over 200 of the more than 400 green spaces managed by Bristol Parks.  The consultation,the list of green spaces affected and the full wording of the byelaws can be found on www.bristol.gov.uk/parkbyelaws

The wording of the byelaws is defined by government.  The byelaws are already in use in many councils.  The spaces to apply these byelaws have been chosen because of reports recorded by police and Bristol City Council and problems affecting those sites that could be addressed by byelaws.

In answer to a question Richard confirmed that the proposed byelaws would not prevent blackberrying, contrary to media reports.

A representative of Friends of Troopers Hill encouraged support of the byelaws to protect Troopers Hill Local Nature Reserve from fire and  irresponsible foraging, both of which impact wildlife sources of food and habitat.

A question was raised about whether the work done on creating an excellent archway entrance to Canford Park could be replicated in St George.  Richard explained that the funding for this came from a pot of money made available some years ago where councillors made suggestions for its use in parks.  Canford Park entrance was one of the approved schemes as was the multi-use games area in St George Park.

An update was asked about the lake in St George Park.  The fish have been removed and the walls of the lake have been inspected.   A further inspection by a civil engineer is required.  In the meantime some sections of path are protected from use because of concerns about their stability.

Rob Acton-Campbell added the news that Friends of Dundridge Park, Meadow Vale and Friends of Troopers Hill have all recently been awarded nationally funded grants for play area.  More news will be published on this website soon.  Here is the earlier news about the first grants awarded.

iii) Crime and Local Policing Update – PC Matt Clements

A new sergeant has been appointed, Sgt Hillier.  Matt’s perception of anti-social behaviour in the last 3 months is that it has reduced but there was an expected spike at Hallowe’en.

A particular target for thieves recently has been car keys, often left hung up just inside the front door of people’s homes.  When burglaries occur the thieves will just take the keys and leave with the stolen goods in the household’s car.

Problems with mopeds have reduced.  A new chicane, installed by Bristol City Council on Crown Hill has been very helpful.

The front office at Fishponds police station is still open, manned by clerical staff.

iv) Wellbeing Grants

Representatives of 3 groups who had received different levels of Wellbeing funding from the St George Neighbourhood Partnership recounted their experience of applying for Wellbeing funding and encouraged others to apply.  They were on hand during the break for further help and advice together with Susan Acton-Campbell, the Wellbeing Champion.

a) Redfest – Dominik Ljubic

Redfest provides an annual music and arts festival in St George Park. The event started with music in pubs, film shows and other small scale activities.  Redfest’s first Wellbeing grant was £240 in 2011 for a very small stage.  The event has grown and so has the size of the stage, which the Wellbeing grant has continued to support.  The Wellbeing grant is only one of many sources of money funding this free event that is much enjoyed by local people.

b) St Aidan’s Church – Jim Donaldson

St Aidan’s Church has applied for a number of small grants since 2010.  Jim told of the heavy, awkward trestle tables the church used to have to use for community events.  Thanks to funding lightweight but sturdy folding tables have been bought in two rounds of funding.  Jim emphasised the easy of making the application and the importance of returning the monitoring form at the end of the project.

He also took the opportunity to promote the St George Community Fair, showcasing many local community and volunteer groups.  The printing of publicity flyers and posters for this event has also been funded by a Wellbeing grant.  Jim proudly displayed a flyer pointing out the acknowledgement of the funding coming from the St George Neighbourhood Partnership.  The St George Neighbourhood Partnership will be represented at the St George Community Fair which will take place in St Aidan’s Church and church hall on Saturday 12th March, from 11am-2pm.

c) Playing Out – Jacks Jarrett

Jacks described the important of the grant Playing Out received from the Wellbeing fund to train local people as “activators” helping people to find out what Playing Out involved, advising about street closures, activities and much more.  She described the benefits of Playing Out in her own street where not only do children have the opportunity to play in the street but residents have a chance to get to know each other, so that, when Jacks’ oven broke down partway through cooking a meal she had no qualms in asking a neighbour if she could use their oven.

v) St George in Bloom – Grenville Johnson

Grenville Johnson shared the story of the founding of the St George in Bloom group and the success the group has achieved, supported by other community groups, with awards from South West in Bloom and their entry at a national level in Britain in Bloom

vi) Spring Bling – Gill Calloway

Gill, Neighbourhood Officer for St George, announced a Spring Bling initiative.  This is aimed at making our streets and green spaces look better.  Gill has created newsletters giving advice on where to get help to address issues ranging from bulky waste and elderly people with overgrown gardens to graffiti.

She encouraged making use of Keep Britain Tidy’s initiative of “Clean for the Queen” which links to the Queen’s birthday in March.

Spring Bling is working in partnership with St George in Bloom.  All are encouraged to enter one of the St George in Bloom categories which range from the best house frontage to best children’s display.  If you know someone with a lovely garden, balcony display or other special growing area, encourage them to enter.

There will also be a “Walk to School Tidy Up”.

Issues raised at the “Marketpace”

The marketplace is the break that takes places after the speakers’ session.  There are tables to visit to raise environment and traffic, to talk to the police, find out about grants and talk to the organisations represented by that night’s speakers.

Issues included:

– a cracked footpath in the park area at Meg Thatchers
– dog mess and litter on the lane from Tesco to Air Balloon Hill Primary School
– drug dealing
– the dropped kerb on Dundridge Lane that has not be completed
– the builders’ storage area that has been left in the green space at Terrell Gardens
– the unwelcoming entrance from Cecil Ave to Plummers Hill Open Space

You Said – We Did – November 2014

Every quarter there is a Neighbourhood Forum meeting open to all residents of St George to bring local issues to council officers and police.  A list of the issues raised at the previous meeting and what has been done about them is circulated at the meeting.

Different speakers are invited to the meeting to talk about issues that are of interest to the neighbourhood.

For this meeting on Tuesday 11th November, 2014, we had the following speakers who briefly introduced themselves and their subject and then were available during the breakout session for people to approach individually and find out more.

i) Stacy Yelland – Green Capital update

Stacy works for Up Our Street which runs Neighbourhood Forums in Easton and Lawrence Hill.  She started by describing two organisations involved in the Bristol Green Capital initiative.  Bristol 2015 as a company set up to raise money and put on events during 2015.  The Bristol Green Capital Partnership has existed for many years and is a partnership of businesses, universities and other organisations interested in the city of Bristol.

Small grants and strategic grants are available.  Examples were given of projects carried out in Easton and Lawrence that included a project where children made sculptures out of litter, bike lessons were provided so families could cycle together, energy advisors were trained, beehives set up and plants grown.

A project promoted on Twitter as #tidyBS5 is not,  in fact, a project involving St George but is solely for resident of the Lawrence Hill and Easton area.

ii) Fiona Russell and Viv Brinsdon– Meadow Vale Community
Centre Plans

Fiona is Chair of Meadow Vale Community Association.  Viv is a member of Meadow Vale Community Association.

A 3 dimensional model of the proposals for Meadow Vale community centre was brought to the meeting for comment.  The process of making a planning application has started and Lottery funding will be sought.  The layout showed the adjacent nursery park having a wild flower area, permanent outdoor table tennis table, exercise machines, ramps for scooters and bicycles and a multi-use games area.  The proposals for the new building include showers and changing rooms and a large hall with a room high enough for games such as badminton.  Some of the existing park area would be taken up by the new building.

iii) Lynn Davis and Andrew Yelland – New Crofts End Church & Community Hub Project

Crofts End Church is on the boundary of 3 neighbourhood partnership areas. In recent years 260 houses have been built within the vicinity of the church and no additional infrastructure has been provided. There are structural issues with 50% of the current church building rendering it unfit for purpose.

Crofts End Church runs George’s Coffee House 3 days a week, provides internet access for those who wish to job search and create CVs and has a long record of organising community events.

A community survey was carried out last year and a planning application submitted and approved to demolish the defective church building and rebuild providing a church, conference facilities, office space and a community cafe. The original mission hall can then be released to provide full-time community provision. The estimated cost is £1.15 million with £475,000 coming from the church. The intention is to carry out the work in 2016, opening in 2017.

iv) Denise James – Well Aware Health & Wellbeing

Denise James works for Well Aware which is funded by the Clinical Commissioning Group.  Well Aware is based at the Vassall Centre at Fishponds.

The organisation provides the following services

  1. a signposting service to organisation promoting health and wellbeing.  There are over 5,000 organisations on Well Aware’s database which anyone can access via www.wellaware.org.uk searching by location or service.  Organisation range from Walking for Health groups to counselling services.
  2. an advocacy service with the NHS, for example, if someone wants support making a complaint.
  3. Healthwatch – a means of giving feedback on good and bad experiences with health and social care services
  4. Provide complaint procedure support for families having problems with adult care and children’s social care.
  5. Provide support for those who want support via a drugs and alcohol advocacy service.

Denise had numerous helpful leaflets with her to hand out.

v) Janet Bremner – Libraries for the Future

Janet Bremner is service development manager of libraries at Bristol City Council.

Bristol City Council aim to save £1.1 million but not necessarily from the library budget. There are current 28 libraries in Bristol, some are old an some would not be easy to update.  15% of people living in Bristol use libraries at least once a year.

A consultation on libraries for the future will run until 2nd February, 2015.  A report will be prepared for the Council Cabinet for 3rd March, 2015.  Consultation on specific proposal will run between March and May 2015.

As part of the consultation a meeting will be held at St George Library on Thursday 27th November from noon-2pm.

The police were represented by Sgt Darren Warr and PC Pete Crawford..  Their update included:

  •  Anti-social behaviour reports over Hallowe’en were very low.  Police were pleased with the level of good behaviour.
  • There were also very few calls about fireworks.  One fireworks incident was attended at the carpark in the Kingsway.
  • If you are interesting in setting up your own Neighbourhood Watch group please contact Pete or Darren, either by phoning 101 or using the form on www.avonandsomerset.police.uk/your-area/st-george-south-east
  • The local neighbourhood team continue to focus on drugs.  There was a fire at a cannabis factory in Sherbourne St last month.  An arrest has been made.
  • 3 arrests have been made for possession with intent to supply class A drugs.
  • The contents on 2 cannabis factories have been seized.  Both cases will be going to crown court soon.
  • Please ring 101 if you think you know the location of a cannabis factory.  A helicopter using heat source imaging equipment can quickly check any suspicions.
  • They were pleased to announce a Community Speedwatch team of 5 local volunteers were being given the equipment that evening to start monitoring 3 locations in Crews Hole, Troopers Hill Rd and Nags Head Hill.  All 3 locations have been risk assessed and allthe volunteers have received training.  Please contact the webteam if you would like to join that group of volunteers or start a Community Speedwatch team in another part of St George.

Questions were asked about the roll out of the 20mph speed limit and the enforcement of that limit.  Once the speed limit signs are in place and the Road Traffic Orders in place, enforcement will be carried out.

An appeal was made for volunteers from Susan Acton-Campbell, St George Neighbourhood Partnership volunteer, to:

  • help put up posters about Forums and issues of community interest on at least 3 community noticeboards.  A full list of noticeboards and where they are can be found on the Contacts page.
  •  provide local knowledge and common sense to help assess grant applications made to the St George Neighbourhood Partnership Wellbeing fund.  There are currently 3 vacancies in the Wellbeing sub-group.  More about the sub-group, who they are and what they do on www.stgeorgenp.org.uk/subgroups/wellbeing
  • take turns at summarising what happens at Forum meetings.  This report that you are reading is currently written by Susan and she also writes a single side of A4 as a summary to put up in local noticeboards.
  • become a Community Speedwatch volunteer to help the 5 existing volunteers mentioned in the police report above.

St George Wildflower Meadows

In March 2014 St George in Bloom were awarded money from the Wellbeing Fund to establish four wildflower meadows in St George at Plummers Hill Open Space, Furber Road Open Space, Dundridge Playing Fields and Netham House (in front of St George Pre-school).

The aim is to improve the appearance of these areas and promote public involvement in the care of their neighbourhood and the St George in Bloom campaign.

The wildflowers were a bit later blooming than we hoped but they are all now looking wonderful.

There is also meadow area in St George Park funded by the St George Community First Fund following an application by Friends of St George Park.

Walking for Health – St George

StG_Strollers1Did you know that St George has its own Walking for Health group – the St George Strollers?

Walking is a great way to improve both physical and mental health and the St George Strollers gives you the chance to join regular 2 or 3 mile walks with a friendly group of people from our area.

Many of the walks start in St George, those that are in other areas are planned so that they can be easily reached by bus or train usually with a local meeting point; the group then travel together. Thanks to funding from the Neighbourhood Partnership Wellbeing Fund in 2014 they were able to run occasional ‘special’ walks where they hired a coach.

There are two walks each month on weekdays, usually in the morning. Walks are taken at an easy pace, with plenty of time to admire some of the sights along the way. The walk leaders have always walked the route in advance and usually have some interesting information to pass on as the group walks round. Sometimes local experts join them to pass on more information.

There is also a Tuesday weekly walk of up to 1 mile, the St George Park Stroll, run by Link Age, starting from the Beehive Centre, Stretford Rd. at 10.30am if you are recovering from illness or injury or just want to improve your fitness.

The Strollers are supported by Walk for Health Bristol and are part of the national Walking for Health scheme.

Money granted to local projects – 17/9/2013

All 4 applications made for funding from the St George Neighbourhood Partnership Wellbeing Fund were granted tonight.

They were:

£1,400 to the 159th Brunel Scouts to improve parking on their site on Fir Tree Lane and prevent cars going beyond the parking area.  They will also install improved fencing to prevent dog fouling and litter.  Costs are for gating, weed control membrane, stone chippings and fencing.  Labour will be carried out by volunteers.

£972.06 to Linkage in partnership with the Bristol and Anchor Almshouse Charity to provide a public address system to enable speakers to be heard properly at events in the hall at the Beehive Centre in Stretford Rd.  The amount also includes the cost of 4 lightweight folding tables to replace the existing, heavy and unsafe tables that are currently used.

£874 to St Aidans with St George to replace the lighting in their church hall.  The current lighting is not energy efficient and lamp tubes need regular replacement.  LED flood lighting will reduce running costs and thus keep costs low for groups hiring the hall.  These hirers include a badminton group, scouts, cubs, beavers and many others.  Payback on investment is expected within 2 years.

£650 to Friends of Troopers Hill to fund a number of special walks, ideally one per quarter.  These walks would include an expert guide and/or transport to places that are harder to reach from St George.  These special walks are to encourage walkers to continue to attend and attract new walkers.  In common with all their walks there will be a charge for each person attending the walk of £2 to cover the group’s running costs.  Wellbeing funding does not cover running costs.

Two grants, 1 closing date – 22nd July 2013

If you are part of a group there are two local grant schemes, one offering up to £5,000, the other £2,500.  The closing date for applications for this current round of both schemes is  Monday 22nd July.  No applications will be considered after that date.

Money granted to local projects – 25/6/2013

All 4 applications made for funding from the St George Neighbourhood Partnership Wellbeing Fund were granted tonight.

They were:

£520 to WASP estate improvements committee.   This will pay for up to 12 coffee mornings and 4 day trips. These activities are aimed at the disabled and disadvantage residents in the area bounded by Whitehall Rd and Whitehall Avenue, Alder Drive, Sycamore Close and Plummers Hill. The coffee mornings are attended by local police, council officers and community groups to keep residents updated about matters affecting their neighbourhood.  The day trips are carried out with the assistance of carers and the drivers of Bristol Community Transport buses.

£700 to Meadow Vale Community Association to run 3 community events, a Summer Fair, a children’s disco and a Christmas fair at Meadow Vale Community Centre.

£1,064 to 32nd Bristol (1st Whitehall) Scout Group for 5 x 3-berth tents and 1 x 5-berth tent for use at scout camps.

£750 to Crofts End Church to improve the position of their computers so they can be made available to unemployed people to search for job vacancies online, update CVs and access the benefits system.  They need to build a worktop area, install housing for data points and an electrical supply then advertise the availability of the service.

St George Neighbourhood Partnership Meeting Rescheduled

The St George Neighbourhood Partnership meeting scheduled for 26 March had to be postponed because only one of the four St George Councillors (Ron Stone) was present. The rules say that in order for both the Partnership and Committee parts of the meeting to be quorate at least two Councillors need to be present. The Council are now going to try and arrange an alternative date.

Unfortunately this means that the groups that applied for wellbeing grants will have to wait a little longer for a decision. It also means that the planned discussion about youth provision in St George has to wait for another day.

Next deadline to apply for a St George NP Wellbeing Grant – 28th January

Do you have a good idea to improve part of St George or provide a much-needed service or activity to the area?  Money is available from the St George Neighbourhood Partnership Wellbeing Fund.  The next closing date for applications is Monday 28th January 2013.
